The Taiwan Food and Drug Administration (TFDA) has agreed to accept dairy export certificates issued by the USDA Agricultural Marketing Service (AMS). Dairy products exported to Taiwan classified under seven specific HS codes and their subheadings shall be accompanied with the official certificates. The HS codes are as follows:

In addition, exporters of dairy commodities for human consumption classified under certain Product Codes/Names require an export certificate from the Animal and Plant Health Inspection Service (APHIS). Please see the APHIS instructions (pdf) for the list of product codes and guidance.
