WASHINGTON, Oct. 24, 2019 – As part of its commitment to ensuring fair and competitive markets for the livestock, meat and poultry industries, on Oct. 8, 2019, the U.S. Department of Agriculture (USDA) reached a consent decision with Calvin Plummer, Jr., doing business as J&J Cattle and J-J (Plummer) of Sayre, Okla., for alleged violations of the Packers and Stockyards (P&S) Act.
An investigation by USDA’s Agricultural Marketing Service resulted in the issuance of an administrative complaint on March 21, 2019, against Plummer for engaging in the business of a market agency buying livestock on commission without obtaining the necessary registration and bond as required by the Act and Regulations.
Under the consent decision, Plummer must pay a $9,000 civil penalty. In addition, Plummer and all those connected to the business shall cease and desist from engaging in any and all operations subject to the P&S Act without being bonded or registered pursuant to the Act.
The P&S Act is a fair trade practice and payment protection law that promotes fair and competitive marketing environments for the livestock, meat and poultry industries.
